People’s Hospital Under Peking University, Beijing, Mar. 16th, 2010: The new health care reform is a hot topic on NPC and CPPCC this year and the reform of public hospitals attracts a lot of social attention. For example, on March 11, China’s main news broadcast program, Xinwen Lianbo, has continuously reported on the health care reform from the People’s Hospital under Peking University’s standpoint.
On the special topic “The Frontline of NPC and CPPCC”, it was reported that not being able to obtain an appointment and the expensive medical bills are the main aspects that worry the general public. The government will develop the pilot reform examples in order for more people to have the opportunity to share the equal the basic resources of health care. It is also reported in the news that the People’s Hospital under Peking University has implemented many practices in promoting the public hospital reform, such as the “All-in-One Card” to simplify the medical process and “Diagnosis First, Pay Second” to bring medical care to those who need it first.
“Stick to public welfare and maintain people’s health are the most important”, which is the first sentence of the “Suggestion on Directing Public Hospital Pilot Reform”. Mr. Chen Lan, the director of China’s Ministry of Health, stated that the focal point of this year’s job is the reform of public hospital and the experience gained from this year and next year can be of great aid in promoting this reform to all over the country. The People’s Hospital under Peking University actively took part in this pilot reform and is continuously exploring the operative mechanism of the reform.
The People’s Hospital under Peking University, cooperating with China’s Ministry of Health, implemented the pilot reform of “Optimizing the Process of Service and Improving the Efficiency of Utilizing Health Resources”. The Hospital has opened a clinical pilot program, including completing research for 21 diseases, such as internal secretion, diabetes and so on. Aiming to drive the development of volunteer services, as a pilot hospital, it firstly began constructing the frame of volunteer service in hospitals. Moreover, the People’s Hospital under Peking University is also one of the six pilot hospitals in basic nursing. At the same time, it vigorously investigates the primary stage of DRGs, by providing data and experience, which will make a contribution in decreasing fees, improving quality of service and diminishing the days patients stay in hospitals.
So far, eighty percent of health resources centralize in the twenty percent of big cities, thus patients are crushing into big hospitals with situations where patients either can’t afford the medical bills or they simply cannot even obtain an appointment. After thorough analysis, this reform plans to develop a community of health care which meets the needs of all kinds of people from different social strata.
The public hospitals are closely related to the public’s health and happiness. Mr. Chen Lan said that we should insist on the character of public welfare in public hospitals. In addition, he also pointed out that we should strengthen the position of public hospitals and bring benefits to the people. The People’s Hospital under Peking University will continue giving impetus to the internal reform of hospitals, and as a result, to gain precious experience for the future creation and development of the health care industry.
