Peking University, Beijing, May 21, 2010: On May 15, the “Low-carbon Development China Forum 2010: Road of New Energy Vehicles,” organized by PKU China Center for Low-carbon Development Research, was held in Peking University.
At the forum, speeches were given by Mr. Jiang Chunyun, former Vice Chairman of the Standing Committee of the National People’s Congress and Honorary President of Low-carbon China Forum, Prof. Yu Hongjun, Vice Chairman of PKU Council, and Mr. Cheng Lianchang, Academician of the World Confederation of Productivity Science and former Executive Vice Minister of China’s Ministry of Personnel. Famous economist Prof. Li Yining and Director of the Office of Humanities and Social Sciences of PKU Prof. Cheng Yuzhui unveiled the China Center for Low-carbon Development Research of Peking University.
In the speech, Prof. Yu Hongjun said that “Mankind has always been emphasizing survival and development, while the latter serves the purpose of the former. But as it proceeds, human development has brought challenges and even threats to our survival, among which the carbon dioxide problem is essential. This issue is not only an environmental and economic problem, but also a political and cultural one.”
Prof. Li Yining mentioned in his keynote speech “Low-carbon Development of China” that people are faced with a dilemma. On the one hand, they should protect our living environment; on the other hand, they have to achieve sustainable economic development. This dilemma has always been perplexing. Prof. Li came up with nine suggestions in terms of how to achieve low-carbon and green economy, giving consideration to both sides.
Prof. Wang Jianguo, Chairman of the Forum and Director of PKU China Center for Low-carbon Development Research. delivered a keynote speech on “Development as a Green Principle: Six-dimensional Low-carbon Concept of Development.” He stressed that development should be guided by a “green” principle combining environmental protection and economic growth. The “Six-dimensional Low-carbon Concept of Development” should be applied in developing a green economy, which means to establish a value system, along with the low-carbon development of information, science, contingency, art, and integration.
Mr. Li Junfeng, Deputy Director of the Energy Research Institute of China’s National Development and Reform Commission (NDRC) gave an analysis of energy development problem in his keynote speech “Outlook on New Energy Development.” He affirmed the strength of China’s wind-powered electricity generation and optical power generation in the world. He also pointed out that “we cannot reach the goal in one step in developing low-carbon economy, neither can we develop high-carbon economy under the slogan of low-carbon economy.”
Mr. Zhou Fengqi, former Director of the Energy Research Institute of NDRC illustrated the relationship between climate change and low-carbon economy in his keynote speech. He analyzed the severe situation of global warming with the IPCC report and marked out the climate issue China is facing, stressing the significance of the development of low-carbon economy for energy security and environmental protection in China.
Mr. Fang Chi, Deputy General Manager of Dongfeng Automobile Co., Ltd., gave a keynote speech on “Outlook on New Energy Vehicles.” He laid emphasis on the current need of low-carbon development in the automobile industry. He said that China’s automobile industry has been making great efforts to develop and bring into operation new energy vehicles but is also facing difficulties. At last, he gave his look ahead into the future development of companies with varied energy sources supported by the government.
Member of the European Commission Wolfang Pape addressed a keynote speech "EU SMEs and Green Development,” analyzing the policies of EU Small and Medium-sized Enterprises (SMEs) and the demand of a green growth, as well as the corresponding actions by the European Union.
Later, Prof. Wang Jianguo acted as host of a roundtable talk with the theme “Policy, Innovation, Management and the New Energy Vehicle Industry” on which the six guests held a spectacular discussion.
In the panel discussion about “Innovation and New Energy Vehicles,” Mr. Xu Jun, Section Chief of the Division of Resources and Environment under the Department of Social Development of China’s Ministry of Science and Technology, gave an analysis of the emission-reduction technology issue in his speech “Differences among Recycling Economy, Low-carbon Economy and Green Economy,” along with General Manager of China Beijing Environment Exchange Mei Dewen’s discussion of the relationship between carbon emissions and new energy vehicles, and Mr. Wu Zemin’s introduction to the development and outlook of Dongfeng Automobile.
At the forum, experts and scholars, government officials and entrepreneurs each aired their own views on various issues as low-carbon development, green growth, energy crises and development of new energy vehicles. The discussions provided a new perspective on low-carbon development in both China and the whole world, which served as a motivation and intellectual support for the blossom of low-carbon economy.
